Senator John Kennedy (R-LA) says that the Senate had agreed on a deal to fund everything but ICE, which can be funded through reconciliation, but Trump shut it down. Trump has been very forceful in his opposition to any deal that doesn't include the SAVE Act which of course has nothing to do with DHS funding.
